Appointment of Program Manager for Business Enterprises Program

I am pleased to announce the appointment of David Burr as the Program Manager – Staff Services Manager II for the Business Enterprises Program (BEP), effective March 22, 2021. As Program Manager, David will provide leadership and oversee the administration of the Department of Rehabilitation’s statewide BEP for blind and visually impaired vendors.

David has been with the Department for over 9 years, first serving as a Business Enterprises Consultant in the Northern Field Office for 2 ½ years and then as the BEP Central Operations Manager for the last 7 years. Prior to joining state service, David owned and operated three Denny’s Restaurant franchises in the Central Valley. In his previous positions, David demonstrated effective management and leadership skills. He is committed to the goal of providing excellent customer service to BEP vendors, partners, and other stakeholders. His practical experience in food operations management is and will continue to be an asset in promoting the program as the preferred food service of choice to the federal and state contracting agencies.

Additionally, David holds a Bachelor of Sciences degree in Business Administration, which further enhances his wealth of experience in leadership, budget management, human resource development, and building effective relationships with internal and external stakeholders.
